Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the introduction of a new comprehensive peace framework for ending the war appeared – briefly – to have been contained. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The sequence of opposing developments captured the bleak nature of the outgoing year. By day, negotiation efforts are waged: hopeful statements are issued from different nations. Considerable effort is expended on containing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, war remains the main instrument for achieving "peace".
After-Dark Attacks
As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor rocket firings from enemy soil, a capability afforded by timely intelligence. From witness perspectives, defense planes that had been scrambled to counter approaching cruise missiles streaked across the sky – modern combat jets provided to Ukraine by NATO members.
Moments later, Kyiv's missile defense engaged: several firings targeted at a Russian ballistic missile. This was a modern interception technology at work, presumably provided by partner states. Every launch jolts you unexpectedly, causing tremors. The instant of fear quickly becomes sober acceptance: perhaps the incoming missile won't cause damage this time, protecting urban areas from devastation and further power outages.
Ongoing Risks
Not long after, a large-caliber weapon engaged a unmanned aircraft in the vicinity, part of a mobile-fire group – probably allied-provided weaponry. Sadly, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its destination.
Intermittently, this continued until dawn. Kyiv faced the morning news: seven people killed, destruction and utility failures in multiple buildings as a result of the night's assault. As typically, everyone still continued their routines – enduring hostilities. But those full day demonstrated Ukraine's essential dependence on external assistance – a need that regional partners are clearly incapable to replace in the short term.
Failed Diplomacy
The comprehensive proposal from Washington generated strong feelings, discussion and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.
Every new approach from US leadership unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually achieve victory. This pattern will, undoubtedly, persist.
Political Considerations
It is easy to blame specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. US administration operates on a premise well known to seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The White House presumes that it is unfeasible to compel Moscow to abandon the areas that it currently occupies in Ukraine's southern or eastern regions.
The issue is that while accepting these circumstances, American administration does nothing to deter Moscow, through words or deeds, from assuming that the situation will not evolve additionally in its benefit in the coming year.
Divergent Views
Therefore, the Kremlin is certain that time is on his side – that Ukraine and its partners are coming close to fatigue. Their reason to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leader remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding civilians and areas but avoiding a total frontline collapse until situations evolve in its favour.
Existing Situation
Realistically, there are no genuine requirements for a ceasefire. Now, individual motivations are coming into play: political desires to broker a ceasefire and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unworkable, so that their priority does not move to internal issues. And although their mission will now be considerably more difficult after current events, it remains very improbable that this will alter their fundamental strategy.
These opposing factors are driving the talks.
Summary and Prospects
It took a mere seven days to terminate the 28 points of the latest plan. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, current information leaks, all achieved their purpose.
While new plans based on previous concepts are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to modify developments, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, primarily depend on ongoing international assistance.
